The "chronicity" of the crisis is producing deep movements in what is socially established that have yet to be seen. Citizenship demands effective policy responses, but these also have to be representative of the change in mentality that has already occurred in large sections of the population.

Detailed analysis of current demands for political and social change becomes increasingly necessary. Corruption and the ensuing crisis of credibility in the political system show an obvious dimension of the problem. However, other aspects, being less strident, are equally deserving of analysis and discussion.

It is essential to understand the renewed demands for citizen participation in the public sphere. Decision processes and management of public policies call for an undeniable degree of technical knowledge but this argument is no longer accepted as a justification for an increasing self-referentiality that ignores the citizens. Society no longer has confidence in its experts.

The recipients of the policies also want to also be their creators: this poses not only a challenge to the system, but also an opportunity for revitalizing democracy. Transparency of political parties and social movements and also of new emerging channels of participation in the digital world is required. Discussion topics expand and discussion forums are mixed with the daily gatherings of the media, with social networks and new forms of interaction afforded by information technologies and communication. Ideas for new policies emerge and it is important to be able to listen to, evaluate and make use of them. This II Conference aims to be a forum to facilitate analysis and the proposal of new public and social policies.
